Drugs were so common place in Washington DC that there were many parts of the city where drugs were sold in the open air with out fear of the law or the police. People would line up to buy crack and often cause traffic jams. Drugs were such a problem in the District that people had no shame, and dealt it publicly ,during the day. The particular drug market depicted in this photo was on the corner of 7th and T Street NW.
