Children
The picture is of a young boy named Dooney Waters. He was featured in an article which described the circumstances the children of crack addicst were thrust in. Dooney, like other kids his age, could descibe how to cook crack, and smoke it. He could point out which people in the neighborhood were the dealers and the addicts. Like many children in the District, he was often neglected, and unsupervised. Like many children, the only future he saw for himself was that of a crack dealer.
